آلودگی هوای پایتخت ایران از اوایل دهه ۵۰ خورشیدی مورد توجه نهادهای دولتی قرار گرفت و سبب شد شهرداری تهران در سال ۱۳۵۳ نخستین برنامه مبارزه با آلودگی هوا را تدوین کند. ۲۱ سال بعد قانون نحوه جلوگیری از آلودگی هوا را مجلس تصویب کرد و آیین‌نامه اجرایی آن نیز در سال ۱۳۷۹ از تصویب هیات دولت گذشت.

تشکیل کمیته اجرایی کاهش آلودگی هوا با حضور نمایندگان وزارتخانه‌ها و سازمان‌های مختلف، طرح گاز‌سوز کردن خودروهای عمومی، حذف سرب از بنزین و تلاش برای استاندارد کردن گازوئیل مصرفی، قانون استقرار صنایع در شعاع ۱۲۰ کیلومتری تهران، مطالعه و پایش مستمر وضعیت هوای پایتخت، اجباری کردن سالانه معاینه فنی خودروها و تدوین استانداردهای خودروسازی از جمله فعالیت‌هایی بود که از سوی دستگاه‌های دولتی دنبال می‌شد.

این روند مبارزره با آلودگی‌ هوا هر چند در مقایسه با تولید روز افزون خودروهای غیراستاندارد و افزایش جمعیت پایتخت ناکافی بود، چندان دوامی نداشت. در سال ۱۳۸۷ اعلام شد گازوئیل توزیعی در تهران ۱۰۰ برابر حد استاندارد گوگرد دارد.

همان زمان دولت قانون استقرار صنایع در شعاع ۱۲۰ کیلومتری تهران را لغو کرد و دو سال بعد اعلام شد که ایران در تولید بنزین به خودکفایی رسیده است؛ بنزینی که به گفته یک عضو کمیسیون انرژی مجلس شورای اسلامی هم پرهزینه‌تر است و هم مصرف آن خطر ابتلا به سرطان را بیشتر می‌کند. دولت همچنین در سال گذشته مدت اعتبار معاینه فنی خودروها رو از یک سال به سه سال افزایش داد.

آمارها نشان می‌دهند با تغییر روند مقابله با آلودگی هوا در تهران تعداد روزهای آلوده پایتخت هر سال بیشتر شده است.

بر اساس اطلاعات منتشر شده از سوی شرکت کنترل کیفیت هوا (تشکیلات وابسته به شهرداری) تعداد روزهایی که ساکنان تهران هوای ناپاک به ریه‌های خود فرستاده‌اند در شش سال گذشته به شدت افزایش داشته و در سال ۱۳۹۰ به اوج خود یعنی ۲۱۸ روز رسیده است.

در این سال ۱۴۴ روز کیفیت هوا در شرایط سالم و تنها سه روز در شرایط پاک بوده است.

تقسیم‌بندی روزها به پاک، سالم، ناسالم، ناسالم برای افراد حساس، بسیار ناسالم و خطرناک بر اساس "شاخص کیفت هوا" انجام می‌شود که برآیندی است از میزان آلاینده‌های مختلف تا رسانه‌ها بتوانند به راحتی اطلاع‌رسانی کنند و کیفیت هوای مناطق گوناگون را در اختیار شهروندان قرار دهند.

به عبارت دیگر، این شاخص می‌گوید هوای کدام مناطق آلوده یا پاک است. برای این منظور میزان گازهای مونوکسید کربن، دی‌اکسید نیتروژن، دی‌اکسید گوگرد، اوزن و ذرات معلق مورد توجه قرار می‌گیرد و در محاسبه‌ای بین صفر تا ۵۰۰ تقسیم‌بندی می‌شوند. میزان هر کدام از این آلاینده‌ها و طول زمان مواجهه با آنها اثرات مختلفی بر سلامتی افراد داد.

به عنوان نمونه، مونوکسید کربن با هموگلوبین خون ترکیب می‌شود و میزان اکسیژن خون کاهش می‌یابد، بدین‌تریتب سطح هوشیاری کم و تپش قلب بیشتر می‌شود. اگر میزان این ماده ترکیبی و سمی تا ۱۰ درصد باشد سردرد و سرگیجه بروز می‌کند و افزایش آن تا میزان ۵۰ درصد کشنده است.

قرارگیری فرد مسموم در هوای آزاد و سالم می‌تواند اثر این ماده کشنده را (حداکثر تا چهار ساعت) از بین ببرد. همچنین دی‌اکسید‌نیتروژن، دیگر گاز آلاینده هوا، باعث تحریک چشم‌ها و قسمت‌های عمقی ریه‌ها شده و احساس خستگی مفرط به دنبال دارد. این گاز می‌تواند احساس سوزش در ریه‌ها ایجاد کند و مقاومت سیستم تنفسی را در برابر بیماری‌هایی چون آنفلوانزا کاهش دهد.

استنشاق دی‌اکسید گوگرد حتی به میزان کم علاوه بر کاهش سیستم دفاعی دستگاه تنفسی و افزایش احتمال برونشیت و تنگی نفس، تشدید بیماری‌های قلبی را به دنبال دارد. کودکان و سالمندان حساسیت بیشتری در برابر این گاز بدبو از خود نشان می دهند و اثرات آن در حضور ذرات معلق چند برابر می‌شود.

در ادامه این مراسم استاد جلال الدین كزازی شاهنامه پژوه گفت: داستان گویان شاهنامه اگرچه این داستان ها را وارونه می پنداشتند، اما با این اقدام بهره ای بنیادین برای این شاهكار ادبی ایجاد كرده اند.

وی گفت: اگر این داستان گویان در طول تاریخ نبودند، قطعاً شاهنامه به این شیوه ای كه ما هم اكنون می بینیم و می شناسیم پدید نمی آمد.

به گفته كزازی برترین و شورانگیزترین بخش شاهنامه، بخش پهلوانی آن است كه ماندگاری این بخش در گرو داستان گویانی است كه با زبان شیرین خود آن را بازگو می كنند.

این شاهنامه پژوه افزود : پیش از خلق شاهنامه داستان گویان، داستان های كهن را برای مردم بازگو می كردند كه پس از خلق شاهنامه این هنر ادامه یافت و در خدمت ادبیات قرار گرفت.

كزازی خاطرنشان كرد :همه كسانی كه با داستان گویی ایرانی آشنایی دارند می دانند كه هر آنچه كه داستان گویان بیان می كنند، همسو با شاهنامه نیست، هر داستان گویی، طوماری برای خود دارد كه از پدرانشان به آنها ارث رسیده و همه آنها مضمون یكسانی ندارد.

وی گفت: طومارهای این راویان شاهنامه بود كه شاهنامه را در میان ایرانیان و حتی در جهان ماندگار كرد ، قطعا اگر آنها نبودند، شاهنامه در جغرافیای فرهنگی جهان شناخته نمی شد.
